A total of Shs37m that was disbursed to four youth groups in Entebbe Municipality under the Youth Livelihood Program (YLP) remains unaccounted for in the 2015/2016 financial year. The ghost youth groups which include Kigungu Mapeera received Shs8m for poultry project, Kiwafu Devine received Shs10m for soap making project, Kigungu Muwanguzi received Shs10.3m for piggery project and Namate unemployed received Shs9m for poultry project were unearthed during a tour of all the beneficiaries of the YLP Funds on Tuesday.
The monitoring team which comprised mainly of Youth councilors and leaders Esther Asiimwe, Joshua Kutesa, Emma Seguya, Kasozi Gregory and others discovered that the ghost youth groups received the YLP Funds however there are no projects on ground and the group members are nowhere to be seen as most of them couldn’t be traced to explain the mess. It’s not yet clear who was involved in disbursing the funds to the ghost youth groups however Gregory Kasozi disclosed that they will compile a report on the ghost youth projects and YLP Funds and will be forwarded to RDC Kirabira office, Town Clerk Charles Magumba and Mayor Kayanja’s office so that action should be taken because YLP Funds are a revolving fund which should benefit all the youth.
