    Abraham Luzzi Unveils 2026–2031 Manifesto Focused on National Transformation

    Independent candidate Abraham Luzzi, who is contesting the Kampala Central Member of Parliament (MP) seat, has released a comprehensive 2026–2031 political manifesto outlining six central pillars of national transformation.

    His plan focuses on political discipline, economic stability, social reform, and good governance under the inspiring slogan “Sarah Is Tall.”

    Political Reforms

    Luzzi proposes sweeping changes to Uganda’s political system, starting with reducing Parliament to 80 MPs, cutting salaries from UGX 40 million to UGX 20 million, and abolishing by-elections to save billions of shillings annually.
    He also calls for digital campaigning to eliminate vote-buying, stricter anti-corruption measures, and minimum educational and wealth qualifications for leaders to ensure capable, accountable governance.

    Economic Reforms
    Under his economic agenda, Luzzi promises a minimum wage of UGX 200,000 for all workers, increased salaries for doctors, teachers, and police officers, and 24-hour government payment guarantees for suppliers.
    He emphasizes prioritizing Ugandan-owned businesses in government contracts, providing professional training for domestic workers, and privatizing road construction under Build-Operate-Transfer (BOT) models to attract investment and create jobs.
    Justice System Reforms
    Luzzi aims to modernize Uganda’s justice system through alternative sentencing, in which minor offenders would pay fines instead of serving prison sentences, a move expected to reduce prison overcrowding by 40%.
    He also calls for faster court processes, affordable access to justice, and simplified bail procedures to ensure fairness for all citizens.

    Housing & Urban Development
    To address Uganda’s urban housing crisis, Luzzi proposes a Rent-to-Own policy that allows tenants to own their homes after 10 years of rent payments.
    He also plans to implement organized urban planning, government-led land management, smart cities, and the construction of two-lane roads with emergency, cycling, and pedestrian lanes to improve safety and reduce congestion.
    Administrative Reforms
    Luzzi’s administrative vision focuses on digitization and efficiency. He proposes that every Ugandan receive an automatic National ID and Passport at birth, and that the government establish a comprehensive citizen database to improve planning and security.
    He also pledges 24-hour payment systems for government suppliers, improved procurement processes, and stronger national security systems through technology.
    Worker Protection & Employment Regulations
    To strengthen Uganda’s workforce, Luzzi advocates for mandatory employment contracts, legal protection from exploitation, and standardized employment terms for all workers, including domestic staff.
    He also links tax compliance to employment, ensuring employers follow proper tax procedures, creating a fair and transparent labor system.

    Together, we can build a Uganda that works for every citizen, not just the privileged few,” Luzzi stated during the manifesto launch.
