
The Entebbe Divisional police commander (DPC) Godfrey Ninsiima has
banished a former detective Ivan Kadala for allegedly engaging in dirt
deals that tarnish the name of the police station he heads.
Ninsiima says Kadala was transferred to Kasese police on 1 July 2014
but he defied the transfer message under reference number
HRM/13/133/556 yet this contravenes the police laws which clearly
state that any serving police officer can be transferred to any part
of the country.

He says Kadala has been working at Entebbe police illegally since he
is supposed to work in Kasese where he never reported and at the
moment he is a deserter in the Uganda police force and he just
impersonates as a police detective.
He cited that a few week ago Kadala connived with a mechanic
identified as Eddy Kato and fleeced Shs 9.6m from a city socialite
identified as Royce Twijukye.
Its reportedly Kadala hatched a plan with Kato to dupe Kato’s
girlfriend Royce Twijukye her hard earned dime. In turn, Kadala first
faked an accident that Kato had knocked someone and approached Royce
seeking for Shs 600,000 to pay medical bills for the victim whom he
claimed had be admitted at Mulago hospital in the casualty ward.
After a few days Kadala went back to the poor woman and deceived her
that the victim had passed on and her boyfriend Kato had been released
on police bond. He later went back this time round in company of Kato
and again deceived the poor woman that they needed Shs 15 m to cater
for the burial arrangement of the victim.
Kato a personal mechanic to Entebbe DPC deceived his girlfriend that
the police boss was aware of the said money and the following day
Royce and Kato visited the DPC’s office with Shs 3m in a polythene bag
and he (Kato) introduced his fiancé to the DPC before leaving the tied
polythene bag on DPC’s office table. However the DPC asked Kato to go
with his kavera but he insisted he was just escorting his fiancé and
after a few minutes he returned and collected his polythene bag
containing Shs 3m.
After receiving Shs 3m, Kato in company of detective Kadala went back
to Twijukye and deceived her that the bereaved family wanted the
balance and handed them Shs 6m to clear the victim’s family.
After a few days, she learnt that the accident was not there and it
had been faked to dupe her hard earned dime. She immediately dragged
her boyfriend to police and detective Alfred Adyero recorded a
statement from her pinning her bonk mate to conning her.
After a few days, she went back to check on the progress of her file
but only to be told that the file had been stolen by unidentified
person. She rushed to the Police standard Unit (PSU) in Kampala and
complained how her police file went missing at Entebbe police station.
The commandant of professional police standard unit instructed DPC
Ninsiima to apprehend both Kato and his co-accused Kadala, in
additional to taking a fresh statement from the complainant Twijukye.
The file was forwarded to Entebbe Resident State Attorney for perusal
before it was sanctioned after finding evidence in it pinning down the
duo. The two were produced in court and charged with obtaining money
by false pretense worth Shs 9.6m. However Kadala managed to secure a
court bail while his co-accused Eddy Kato was remanded to Kigo prisons
where he is currently feeding on free posho and beans.
It’s alleged that when Kadala got a court bail he went to the
complainant and convinced her to change her earlier statement to pin
down DPC Ninsiima to receiving Shs 3m in his office which is part of
the dirty deal.
