Minister for the presidency and also Minister For Kampala, Frank Tumwebaze on Thursday banned all media houses and paparazzi from attending the two day Kampala City Council Authority retreat at
the Imperial Resort Beach Hotel in Entebbe. The meeting started at 8 am with a couple of rowdy councilors including Councilor Bernard Luyiga and Aidah Nakuya while another group of rowdy councilors including Shifrah Lukwango and Allan Sewanyana snubbed the meeting with their own personal reasons. The heated meeting was attended by the ‘No nonsense’ Kampala Minister who kicked journalists out from the meeting and the KCCA Executive Director Jennifer Musisi. The meeting was organized to discuss the five year KCCA strategic plan for the greater Kampala. The minister said in the meeting that some councilors and political leaders have fought hard to frustrate government projects and programs for the last three years . He added that the city authority has been clashing and battling with political leaders over several government
programs and projects . The minister said that there is need to amend the KCCA act that separates the mandate of the political leaders from the technical arm of the authority. The minister added that there was need to sort out governance issues in KCCA and provide for an alternate means of electing a Lord Mayor. He also proposed for the review of the Kampala City boundaries which will be expanded to create the Kampala Capital and Metropolitan Authority covering the Entebbe-Kampala corridor, Parts of Wakiso, Mukono and Mpigi Districts to be added to the current city boundaries. The minister banned all journalists from the heated meeting after some councilors were threatening to disrupt the close-door meeting. The police was on stand- by to arrest whoever had intentions of disrupting the meeting.
