The former Head Teacher of Kibuli SS Haji Ali Mugagga has been implicated for using a sports scholarship scheme to lure girls into sex. This was part of the finding on investigations into reports of unethical behavior and sexual abuse against Mugagga.
Six witnesses presented evidence pinning Hajji Mugagga but the members were convinced by the two unnamed witnesses whose record was supported by recorded audio clips and oral statements of Ronald Egesa, two former teachers, and two current teachers.
The probe committee also found audio conversations between one of the girls, now classified as Victim 1 and Haji Mugagga, confirming how the teacher used sports scholarships in exchange for sexual favours from students.
The report indicates that, at the beginning of 2013, Victim 1 began to spend time with Haji Mugagga when he was still the headteacher at Lubiri High School. She was found pregnant in 2014 and suspended. she later moved in with Mugagga at his Seeta Residence during which time, the pregnancy was terminated.
The girl’s mother confirms that she stayed with Haji Mugagga even during the holidays without her consent. The committee heard that an agreement was reached between Haji Mugagga and Victim 1’s mother to compensate for her thwarted efforts to keep the girl in school.
He offered her 3.5million Shillings through a board member. But the mother claims she still keeps the money-untouched.They had also agreed that Mugagga would pay the victim’s tuition for further studies.
The second Victim 2, whose ordeal was narrated by a witness recorded as former teacher 2, informed the investigating committee that Victim 2 gave birth to Haji Mugagga’s baby in February 2018. Another teacher (Z) informed the committee that Victim 2 had been part of the school team that visited Kigali in 2015 against the advice of the netball coach.
The committee also heard that another student, now classified as victim 3 is reported to have been living with Haji Mugagga at the official residence of the head teacher at Kibuli Secondary School until she was forced out after a fight with Mugagga’s wife. This evidence was presented by a witness, listed as former teacher 2 and corroborated by teacher X and Ronald Egesa who informed the committee that the scuffle was public knowledge at the school.
During the investigations, teacher Z corroborated reports that Haji Mugagga made several sexual advances towards another student who was identified as ‘Survivor 1’ and was continually harassing her through an administrator identified as Jimmy Debo, popularly known as Debo Jabez at school, who allegedly doubled as Haji Mugagga’s pimp.
The report indicates that teacher Z provided protection until Survivor 1 was safely back to her parent’s home after her high school examinations in 2017.
While several current and former teachers who appeared before the committee testified against the former head teacher of sexual abuse, none of the victims appeared. Some witnesses and informants declined to appear before the committee allegedly because one of the committee members is Haji Mugagga’s blood relative.
The investigation was initiated on February 13, 2018, by the school’s old students under their umbrella Association Kibuli SS Old Students Association – KOSA. This was after Haji Mugagga had on January 24, 2018, sent on forced leave following reports of incompetence and allegations of sexual harassment, among others.
The committee was accordingly tasked to gather evidence of sexual abuse alleged to have been committed by the Head Teacher and staff, understanding the operations of school’s governance structures and inquire into students and staff welfare.
It was chaired by Mohles Kalule Segululigamba, Siana Nakazibwe as the secretariat, former head boy Sadat Ssengendo, Hussein Sekinalya its coordinator, Asha Tezikuba and Yacoub Nkangi Basajjabaka who were charged with general duties.
Last month, the ministry’s Permanent Secretary, Alex Kakooza, appointed a five-member committee to investigate allegations of sexual misconduct against the head teacher.
The committee whose report details are yet to be known to the public was headed by Samuel Kuloba, the commissioner-in-charge of secondary school. Other committee members are Benson Kule, the deputy director of education standards, Ismail Mulindwa, the commissioner-in-charge of private schools, and James Sanya, the ministry’s human resource manager.
