As the 2026 general elections approach, National Unity Platform (NUP) President Robert Kyagulanyi, popularly known as Bobi Wine, has issued a high-level security alert to his supporters. In a statement released across his social media platforms, Kyagulanyi detailed a “criminal operation” involving mass abductions and enforced disappearances targeting pro-change activists.
Allegations of Systemic Targeting
Kyagulanyi specifically named the Crime Intelligence unit, allegedly led by Christopher Ddamulira, as the primary executor of these operations. According to the notice, the operation is concentrated in Kampala, Wakiso, and Mukono, with credible information suggesting the crackdown has already begun in other urban centers across Uganda.
”The executors of this operation have been divided into groups, with each group ordered to abduct at least 10 leaders/activists in their areas of operation,” the statement read, noting that several members have already been detained.
The 12-Point Safety Protocol for NUP Activists
To mitigate the risks, Bobi Wine outlined a series of rigorous security measures for party leaders and grassroots organizers:
Digital Privacy: Disable live location sharing on all mobile devices and applications.
Routine Changes: Avoid predictable routes, times, and moving alone, especially after dark.
Mobility: Do not stay in one location for extended periods; change sleeping quarters frequently.
Counter-Surveillance: Be vigilant of suspicious vehicles or motorcycles (Apply the “Webereremu” principle).
Family Safety: Ensure children and immediate family are in secure locations to prevent them from being used as bait.
Community Vigilance: Watch for strangers near homes and coordinate with neighbors for alerts.
Information Control: Never disclose your whereabouts to unverified callers, including family members who may be under duress.
Verify Appointments: Do not rush to meet loved ones who call urgently; verify their safety independently first.
Secure Communication: Avoid discussing “vote protection” or sensitive plans over direct phone calls; delete sensitive messages and documents regularly.
Device Security: Use strong alphanumeric passwords instead of biometric logins like fingerprints or Face ID.
Intuition: Trust your instincts if a situation feels “off.”
Resilience: Remain calm, vigilant, and focused on the mission.
”We are the Leaders”
Despite the reported crackdown, Kyagulanyi urged Ugandans to continue organizing for the #ProtestVote2026 movement. He emphasized a leaderless approach to the upcoming struggle, stating that the movement must continue even if top officials are arrested.
”If our polling agents are arrested, immediately become the polling agent. If one leader is picked up—even if it is me—let that not dampen our spirits. WE ARE THE LEADERS.”
The government and the Uganda Police Force have previously denied allegations of illegal abductions, often maintaining that arrests are made in accordance with the law to prevent electoral violence.
However, this latest alert highlights the deepening tension between the opposition and security forces as the 2026 polls draw closer.
