    The Ministry of Health has sounded a serious alarm over rising rates of new HIV infections across the country, calling for an urgent “behavioral reset” as urban centers register worrying transmission numbers.

    According to the Ministry’s Permanent Secretary, Dr. Diana Atwine, national epidemiological surveillance estimates show that Uganda records approximately 36,648 new HIV infections annually—averaging roughly 200 new cases every week.

    1. Kampala Epicentre: Over 210 Cases Per Week

    A major concern highlighted by health authorities is the concentration of new transmissions within the capital city.

    Dr. Atwine revealed that Kampala records over 210 new HIV infections each week, driven partly by behavioral complacency as treatment options become more accessible.

    2. Youth Demographic Bearing the Heaviest Burden

    Public health experts are particularly concerned that approximately one-third (over 33%) of all new infections occur among young people aged 24 and below.

    Dr. Atwine warned that while advancements in Antiretroviral Therapy (ART) have made HIV a manageable chronic condition, the public must not mistake effective treatment for an outright cure or let down preventive guardrails.

    “As HIV becomes more treatable, citizens must not become complacent. We need a behavioral factory reset to safeguard our young population and curb the cycle of transmission.”

    3. Vaccine Clarification & Proven Prevention Toolkit

    The Ministry of Health reiterated that Uganda currently does not have an approved HIV vaccine, urging the public to strictly adhere to proven, evidence-based combination prevention strategies:

    • Barrier Protection: Consistent and correct use of male and female condoms during every sexual encounter.

    • Abstinence & Fidelity: Practicing abstinence or remaining faithful to one tested, uninfected partner.

    • Pre-Exposure Prophylaxis (PrEP): Daily oral medication for individuals at substantial risk of HIV infection.

    • Post-Exposure Prophylaxis (PEP): Emergency antiretroviral medicine taken within 72 hours of potential exposure.

    • Routine Testing: Regular screening and partner testing before engaging in sexual activity.

    • ART Adherence: Strict, uninterrupted adherence to antiretroviral treatment for persons living with HIV to achieve viral suppression (Undetectable = Untransmittable).

    Health officials have urged community leaders, parents, and educators to scale up open discussions surrounding reproductive health and prevention to protect young demographics from new infections.
