Senior advisor in the office of the prime minister has been nominated to be the new Kampala Capital City Authourity executive director following the presidential nomination. In the letter addressed to the Public Service Commission, President Yoweri Kaguta Museveni has directed the public service commission to interview Dorothy Kisaka and four other officials over the city top job. The president has nominated Dorothy Kisaka for the position of Executive Director for Kampala Capital City Authority-KCCA replacing Eng.Andrew Kitaka whose term in office expires this month.The president has also nominated several others including Eng. David Luyimbazi Ssali, for the position of Deputy Executive Director. Ssali is currently the Director Planning at Uganda National Roads Authority-UNRA. Dr Okello Ayen Daniel for the position of Director Public Health and Environment, a position he is currently holding as acting director at KCCA. Sarah Kanyike, who has been Deputy Commissioner Human Resource in the Ministry of Public service has been nominated Director Gender, Community Service and Administration.The president has also nominated Grace Akullo who is the assistant commissioner Human Resource Management in the Ministry of Public Service as the Directorate of Human Resource and Administration. According to the president’s letter, all other vacant positions at the KCCA should be filled by advertising and directed the public service commission to do the interviewing.

From 1983-1987, Kisaka pursued an undergrad degree in law at Makerere University and she worked with Kiyimba-Kisaka & Co Advocates from 1999-2014. During this time, she concurrently pursued two masters of arts, one in organizational leadership and management at Uganda Christian University, Mukono and another at York St. John University. From March 2001 to Dec. 2014, she served as executive director of Destiny Consult, where she mentored and coached leaders. From October 2010 to Dec. 2014, Dorothy Kisaka was a commissioner at the Electoral Commission.In April, President Museveni appointed Dorothy Kisaka as secretary of the Coronavirus Response Fund.
