    In a move that signals a carefully managed generational transition within Uganda’s ruling establishment, President Yoweri Museveni has appointed Siraji Musa Ali as the new Minister of State for Works and Transport.

    Siraji Musa Ali’s entry into the 2026–2031 Cabinet marks the political rise of the son of veteran statesman Gen. (Rtd) Moses Ali, who has effectively exited frontline government leadership after decades at the helm of power.

    The End of an Era for Gen. Moses Ali

    The omission of Gen. Moses Ali from the newly announced Cabinet marks the conclusion of one of the most enduring political careers in modern Ugandan history.

    As a former rebel leader of the Uganda National Rescue Front (UNRF) who later reconciled with President Museveni, Gen. Moses Ali became an irreplaceable pillar of the National Resistance Movement (NRM) administration. Throughout his decades of service, he held several senior positions, most recently serving as:

    As one of the most senior Muslim leaders and influential West Nile political figures, his presence was vital in stabilizing Northern Uganda and integrating former combatants into the state fabric after years of regional insurgency.

    A Managed Political Succession in West Nile

    Political analysts view the appointment of Siraji Musa Ali as a strategic move by President Museveni to preserve the Ali family’s historical legacy while maintaining the NRM’s delicate geopolitical balance in the West Nile sub-region.

    While the younger Ali has traditionally maintained a lower public profile than his father, he has quietly risen through the ranks in recent years, becoming increasingly pivotal in regional mobilization and local NRM political structures.

    This appointment ensures that the family remains a central axis of state influence in northwestern Uganda, successfully bridging the gap between the NRM’s “old guard” and its younger leadership cadre.

    The Task Ahead at the Ministry of Works

    Siraji Musa Ali steps into one of the government’s most heavily funded and scrutinized dockets. As the Minister of State for Works, he will be operating at the center of Uganda’s multi-billion shilling infrastructure agenda.

    Key Portfolios Under His Supervision Include:

    • National Road Expansion: Overseeing massive highway grid connections and rural urban-connectivity projects.

    • Standard Gauge Railway (SGR): Managing the execution and funding tracking of the regional railway master plan.

    • Transport Regulation: Handling politically sensitive enforcement mechanisms, including the ongoing modifications to the Express Penalty System (EPS).

    With the Ministry of Works and Transport remaining a foundational pillar for Uganda’s socioeconomic transformation goals, all eyes will be on the younger Ali to see how he navigates the complex administrative demands of his new position.
