Ministry of Finance Permanent secretary and secretary to the Treasury Keith Muhakanizi has revealed that he is under immense pressure from President Museveni to fight corruption in all government ministries.
“If you didn’t know I am under immense pressure from the President to ensure that all Government ministries are clean of corruption” Muhakanizi revealed in a press conference.
Muhakanizi who was speaking during the launch of the Aid Management Platform aimed at addressing the challenges of capturing and reporting external assistance extended to the Government of Uganda warned that he would begin exposing and shaming all accounting officers in different ministries who are inefficient in terms of utilizing funds sent to their ministries.
“This system (AMP) will help us to expose accounting officers who aren’t doing their work efficiently” Muhakanizi warned.
He also warned Government ministries to avoid delaying paying suppliers and contractors adding that it was creating corruption.
“This system (AMP) is helping us rebrand ourselves as a ministry. The ministry of finance should be identified as a ministry of service delivery and problem solving not a ministry of problem creating and excuses” he stressed.
The Aid Management Platform (AMP) will among others enhance consistency in data capturing both within the ministry and with other stakeholders including development partners.

Improve the accuracy of Government of Uganda (GoU) when budgeting for external resources.
The Aid Management Platform is a web-based application that will enable ministries, Departments and Agencies to better track, manage and coordinate development assistance data. It is designed for use by government and development partners (DP’s).
“Aid Management platform will improve and streamline the process for planning, monitoring, coordinating, tracking and reporting on international aid flows and project-based activities both on and off budget” Muhakanizi stressed.
