‘Local authorities named in fishy deal including councilors”
A senior government agency officer is under probe after attempting to grab the police football playground in Entebbe.
Dickluck Mwangusya also senior transport officer at the Entebbe International Airport based Uganda Civil Aviation Authority is in the spot light after attempting fencing off the police playground located next to the Chadwick Namate primary school.
The aviation officer is on spot on after fencing off the government owned land with iron sheets to developed the land to a shopping center.
In a letter dated 30th September 2020, the developer was stopped by the police authorities after smelling a rat over the government owned land by the police forces.
Highly placed sources have revealed that the developer proposed to the municipal authorities to develop a modern container village at the land located adjust to the Entebbe police station and opposite the Central zone ‘B’ church.
The letter further states, that the land is currently used as a dumping site and it’s upon this background that I proposed to the municipal authorities to develop with the vacated land with a modern shopping village with modern public toilet and other facilities.
The municipal authorities welcomed the proposal and in a letter dated 04th/Sept/2020 indicated that the developer is expected to pay shs2, 000,000/= ground fees annually and shall carry out developments in accordance with the approved plans.
The letter indicates that “No additional structures shall be erected without the approval the physical planning committee and the permission granted for a period of 05years. The developments shall not be in contravention of any written law.
And more so don’t encroach on any public utility service or any privately owned land/police land. You shall conform to the land use stipulated within the land.
In a letter dated 30th Sept 2020 to the regional police commander, Kampala South and signed by the developer, faults the police authorities over blocking the developer by the Entebbe police station DPC.
Several properties were destroyed and others confiscated by the police officials at the contested land despite the necessary documentation.
The municipal council planner’s correspondence indicates that the planning committee under min.018/PPC-09/2020 considered the developer’s proposal to develop the open space next to the police barracks playground along the Kampala road to put a container village.
