President Yoweri Kaguta Museveni, accompanied by First Lady Maama Janet Museveni and top NRM leadership, has officially presented the 2026–2031 NRM Manifesto to the residents of Buvuma District.
During the rally, the President addressed critical infrastructure gaps and outlined a roadmap for the socio-economic transformation of the island district.
Ending the Electricity Deficit
A primary focus of the visit was the urgent need for rural electrification. Currently, Buvuma remains the only district in Uganda without a connection to the national grid. President Museveni characterized this as a priority that “must be resolved.”
To fix this, the government plans a dual-approach energy solution:
Rainfall-generated energy projects tailored for the island’s climate.
The installation of a submarine cable from Mayuge to provide a stable power supply.
The President further directed government officials to provide a formal explanation regarding previous delays in the district’s electrification.
Palm Oil Industry and Land Compensation
Buvuma’s economy is heavily tied to the oil palm sector. Addressing concerns from local landowners, the President assured residents that compensation funds are available.
”After verifying the rightful beneficiaries, action will be taken,” Museveni stated, emphasizing that the government is committed to fair play.
Additionally, the President announced plans to establish palm oil factories directly on the island. This move is expected to create local jobs, reduce transport costs for farmers, and add value to Buvuma’s primary export.
Supporting the Fishing Community: New Education Initiatives
Recognizing the unique challenges of the “fishing lifestyle,” the President proposed a strategic shift in the local education system. Because parents in the fishing industry often work irregular hours on the water, the NRM government intends to establish boarding schools in the district.
This initiative aims to:
Ensure consistent attendance and safety for children.
Allow parents to work without the logistical burden of daily school commutes.
Improve literacy and graduation rates within the island community.
The Road to 2031
The Buvuma rally marks a significant milestone in the NRM’s 2026 campaign trail. By focusing on industrialization, energy, and specialized education, the 2026-2031 Manifesto seeks to integrate Uganda’s island communities into the broader national economy.
