The political climate in Entebbe has taken a tense turn as security forces reportedly placed John Socrates Mugabi, a prominent mayoral hopeful for Entebbe Division B, under house arrest.
On the night of January 19, 2026, armed soldiers in masks allegedly besieged Mugabi’s residence in the Lugonjo zone. The operation, which began around 10:00 PM, has left the former Kyambogo University Guild President unable to leave his home or receive visitors.
Reasons Behind the Siege: The Kitooro Taxi Park Conflict
The sudden military deployment is believed to be linked to a major legal victory for local traders. Last year, Mugabi spearheaded a legal battle against the Entebbe Municipal Council regarding the “unfair allocation” of lockup shops in the newly redeveloped Kitooro Taxi Park.
The court recently ruled in favor of the market vendors, ordering the council to compensate and reinstate those who were displaced during the park’s reconstruction. Security sources suggest the house arrest was a preemptive measure to prevent Mugabi from mobilizing National Unity Platform (NUP) supporters and youth for a victory procession through Entebbe.
Allegations Against Mayor Fabrice Rulinda
In a phone interview from his besieged home, Mugabi pointed fingers at the current leadership. He claimed to have credible information that Mayor Fabrice Rulinda played a role in instigating the military intervention.
However, Mayor Rulinda has categorically denied these accusations. When approached for comment, the Mayor dismissed Mugabi’s claims, stating that the NUP candidate was simply “seeking cheap popularity” through the incident.
A Threat to Constitutional Freedoms
Mugabi has condemned the presence of masked soldiers at his gate as a blatant violation of the rule of law.
“This act of besieging my home is a serious threat to constitutional freedoms and the safety of citizens who choose to speak out peacefully,” Mugabi stated.
Currently, the Lugonjo residence remains a restricted zone, with “mean-looking” masked soldiers maintaining a tight perimeter. This development marks a significant escalation in the local political struggle as Entebbe moves closer to the next election cycle.
