President Yoweri Museveni has removed Maj. General Abel Kandiho from the helm of the Chieftaincy of Military Intelligence (CMI).
Gen Kandiho is being replaced by Maj Gen James Biriungi.
High ranking sources confirmed to this website that Gen Kandiho is being posted to neighboring South Sudan in a soon to be announced position.
The removal of Abel Kandiho from CMI comes on the heels of a highly billed visit to Rwanda by Gen Muhoozi Kainerugaba, the UPDF Land Forces Commander.
The neighboring country has constantly accused and directly named Gen Kandiho in alleged harassment and illegal detentions of its citizens.
Gen Kandiho has also been accused in various reports of human rights abuses and last year, he was targeted with economic sanctions by the United States Government.
It is unclear whether the change was directly requested by President Kagame during last weekend’s meeting with Muhoozi in Kigali.
Gen Muhoozi, in a tweet congratulated Kandiho and his replacement on their new positions.
“I congratulate both Maj.General Abel Kandiho and Maj.General James Birungi on their new appointments. Hongera sana.” he said.
Maj Gen Birungi, the New CMI Commander has been serving on special assignment “to monitor on behalf of the guarantors of the peace process, the assembling, screening, demobilization and integration of the armed forces of South Sudan”
He has previously served as Commander of the Special Forces Command (SFC) and also as chief of air force staff of Uganda Air Force.
