LONDON — January 23, 2026 — Amsterdam & Partners LLP, the international legal counsel representing Ugandan opposition leader Robert Kyagulanyi (widely known as Bobi Wine), has issued an urgent global appeal for his protection. This call for intervention follows a series of public threats made by General Muhoozi Kainerugaba, the son of President Yoweri Museveni and a top commander in the Ugandan military.
The threats, issued in the wake of the contentious January 15, 2026, Ugandan general election, have raised alarms across the international community. Given General Muhoozi’s position of power and his command over security forces, legal experts argue that these statements are not mere political rhetoric but a “grave and credible threat” to Wine’s life.
A Pattern of State-Sposored Violence
Robert Amsterdam, founder of Amsterdam & Partners LLP, emphasized that these threats must be viewed through the lens of Uganda’s history of political repression.
“General Kainerugaba exercises command authority over armed forces that have repeatedly been implicated in serious human rights violations,” Amsterdam stated. “Based on my personal knowledge of the torture Mr. Wine has previously suffered, his arrest or detention now carries a real and credible risk of death or grievous bodily harm.”
Bobi Wine has long been the target of state-led harassment, including:
-
Unlawful Detentions: Frequent house arrests and kidnappings of his supporters.
-
Physical Torture: Well-documented accounts of brutal treatment during previous incarcerations.
-
Election Interference: Widespread reports of voter intimidation and internet shutdowns during the 2026 polls.
International Law and State Responsibility
Under international frameworks such as the International Covenant on Civil and Political Rights (ICCPR) and the African Charter on Human and Peoples’ Rights, the Ugandan government is legally obligated to protect its citizens.
Amsterdam & Partners LLP argues that when threats are issued by senior officials—and remain unrepudiated by the President—they act as “tacit authorization” for security forces to act with impunity. The firm is now calling on the United Nations, foreign governments, and global human rights organizations to demand immediate, verifiable guarantees for Bobi Wine’s safety.
The Global Call to Action
The situation in Uganda has reached a critical tipping point. The international community is being urged to treat these threats with the utmost seriousness. The firm’s statement makes it clear: any harm that comes to Mr. Wine will carry significant consequences under international law for both the Ugandan state and individual actors involved.
“Mr. Wine has committed no crime,” Amsterdam concluded. “His only offense is exposing the brutal and dictatorial nature of President Museveni’s rule through peaceful political opposition.”
