Entebbe Municipality Mayor Fabrice Brad Rulinda has officially taken his oath of office for a second term, unveiling an aggressive five-year master plan focused on urban renewal, youth empowerment, and accelerated infrastructural transformation.
The colorful swearing-in ceremony, held at the Uganda Wildlife Education Centre (UWEC), brought together local residents, business leaders, and newly elected municipal lawmakers. Addressing the gathering, Mayor Rulinda expressed profound gratitude to the electorate for their continued trust and mandated his team to hit the ground running.
“The people of Entebbe showed us love, spirit, and support, and we do not take it for granted. We want to accelerate and ensure all pending infrastructural projects are completed during this term,” Mayor Rulinda stated.
1. The Core Priorities of Rulinda’s Second Term
As Entebbe continues to expand its footprint as Uganda’s principal administrative, tourism, and transit gateway, the mayoral executive has outlined clear benchmarks for the 2026–2031 legislative window:

Infrastructure Acceleration: Prioritizing the completion of pending inner-municipal road networks, drainage systems, and street-lighting grids.

Healthcare & Sanitation Overhaul: Upgrading local health centers and implementing advanced waste-management systems to maintain a clean, eco-friendly lakeside environment.

Combating Youth Unemployment: Partnering with local tech hubs, hotels, and tourism entities to create sustainable vocational openings for the municipality’s booming youth demographic.

2. Council Demands Innovation and Grassroots Oversight
The executive’s ambitious vision matches a highly energized legislature. The newly elected Deputy Speaker of the Entebbe Municipal Council, Mwagalwa Ibrahim, emphasized that the incoming council will actively champion bottom-up, community-driven development initiatives.
Given Entebbe’s strategic proximity to Entebbe International Airport, Mwagalwa noted that standard municipal governance is no longer sufficient; the town requires elite, world-class service delivery to preserve Uganda’s international reputation.

The primary goal is to systematically eliminate administrative bottlenecks and corruption, ensuring that financial wealth-creation resources flow directly into the hands of the intended grassroots beneficiaries in all municipal divisions.
With the political transition finalized, the Rulinda administration faces the immediate task of reconciling diverse council factions and unlocking collaborative policies to secure Entebbe’s position as a premier economic and tourist hub.
