A 28-year-old manicurist working at Mabirizi Complex in Kampala has been remanded to prison over allegations of burying President Yoweri Museveni’s campaign poster and spreading hate speech online.

The suspect, identified as Vincent Ngabo, a Rwandan national and resident of Najjanankumbi in Rubaga Division, appeared before the Entebbe Grade One Magistrate’s Court on Wednesday to face charges under Uganda’s Computer Misuse Act.

Although no state prosecutor was present in court, the prosecution accuses Ngabo—also an upcoming musician—of using his TikTok account “Tutu the Man” to publish content claiming that President Museveni, who came to power nearly 40 years ago, continues to rule Uganda through dictatorship.

According to court documents, Ngabo allegedly made the comments between August and September 2025, further criticising the President for grooming his son, Gen. Muhoozi Kainerugaba, to succeed him. In his posts, Ngabo reportedly expressed support for opposition leader Robert Kyagulanyi Ssentamu, popularly known as Bobi Wine, the National Unity Platform (NUP) presidential candidate for the 2026 General Election.

Prosecutors argue that Ngabo’s remarks were intended to ridicule or demean the President and incite public hostility toward him as Head of State.

In a second charge, the state alleges that Ngabo uploaded a music video titled “Muvuzi wa Taxi”, in which he is seen unpinning and burying a Museveni campaign poster. The song, authorities claim, contains elements of hate speech, calling for President Museveni to step down after nearly four decades in power.

Magistrate Lillian Mazimwe ordered that Ngabo be remanded until October 17, 2025, citing the absence of a prosecutor to proceed with the hearing.

Ngabo’s case adds to a growing list of online content creators prosecuted for alleged hate speech targeting President Museveni, his family, and political allies—making him the seventh TikToker to face such charges in 2025.
