The newly appointed Minister of Local Government, Hon. Balaam Barugahara, has issued a set of directives to regulate bars to help increase productivity among Ugandans.
Hon. Balaam, through a letter to all LC5 chairpersons, council speakers, city and division mayors, aimed at regulating the sale of alcohol to minors, bar opening times, betting, early morning alcohol consumption, amongst others.
Balaam ordered that bars were not to open before 3 PM, thereby banning early morning consumption of alcohol, and ordered that no alcohol should be served to minors under 18 years old.
Speaking to Sanyuka TV, Balaam argued that the president had invested a lot of money in villages and local governments to fight poverty through its schemes.
Others, however, have remained in extreme poverty because they lack leaders who guide them on how to invest the money.
“The women are utilizing the PDM money well but the men are not because they lack guidance. They are just out there drinking instead of investing and spending the profits. They just wake up early and go to bars. You use the million they gave you to drink yet you have no job. Those are the thieves we hear everyday snatching phones. They resort to stealing during the day then spend nights in bars drinking. It is better to advise fellow Ugandans in the villages to get up early and go to work to increase productivity,” he said.

According to Balaam, they will use the help of the Constitution of Uganda, the Local Government Act, trading license act, which will regulate how local bars operate.
He directed that alcohol spots that would be found repeatedly defying the operating hour directives would immediately be closed and appropriate action taken.
